Regulate? Social Platform is the Standard Oil of 2018
What happened to the oil barons? Bang you are dead via tax and regulate.
Ma Bell? Cut into bits and forced out of the telephone set monopoly.
It's now time for politicians to get their fur up at something they don't control, have little knowledge of what needs to be done and have the weight of Hollywood, centralized cable networks that have content libraries to make money on. Look real close at what passes for Premium content in the cable market; pitiful amount of no-cost TV series and movies. Much rent/buy at prices that are more than Amazon Prime Video -- $5 for one episode of popular series.
This goes way beyond just Google, Facebook, Twitter, and 24h news sites. Comcast is silent because it has much to gain. Other cable services are going to get rolled up in this -- ISP = content supplier and access. Hell, mobile is just waiting to add content nobody wants, Hip G90 or whatever that was died; solution is offer access to the Netflix, Amazon Prime Video, Universal catalog.
Youtube is not the issue. DeepFake tech is just a symbol to wave in consumers face. I have all the audio and Video tools and know how to use them. Why did Hollywood beat all the hardware level access iMac had out of user control? Duh. Make computers into TVs.
Tablets, mobile, laptops are just 1960 TV sets now. My old iMac can make short films, it can also grab a segment of any video I see. With that power Plus DeepFake Pro I am staring in Doctor Who.
This is the middle of a long game by movie/TV LABELS.
Everything else is dinner theater. The mob wants bread.
Wonder What Post WWII Berlin Spooks Would Think Of Game?
Well, I do have one bit of information, my safely dead & buried father. He loved Berlin, had a spare wife there (so it was told one holiday dinner) and did whatever it was he did. I would not speculate what he did - not my problem. So, to answer the question – he would frown and continue fussing with his rose bush.
Jump past Korea and Vietnam and poof CIA is full of button pushers. Reckon there where/are agents sitting in Central/Middle Asia cafe or park looking like movie CIA Guy. What to do about Analyst training? Apparently CIA made this this card game.
I have backed this project for many reasons including the finished product is a win for public domain in copyright. National Defense has redacted various bits and pieces, card game designer explained that original play will be maintained.
My thought that current reactions to [put any issue here] could never get as strange as Netflix "Black Mirror" eps 306 where social platform took some OverTheTop video response by [celebrity] and the users could vote the death of said person after 17:00 -- A game.
The Reaction The posts by users read like a lynch mob. Players thought no real people got killed.
Result Guy that designed The Honey Bee Control used that hardware as a weapon. Of course the nutter manifesto was about users acting like animals and there is a cost to that.

Why is the press absent? No comments by taxpayers because they were not notified. Bills for zoning, water management and council pay raise pass without objection.

The first forum I was on would be called "sketchy" now but it demanded members to be civil and it worked. Built a couple of "destinations" on now extinct platforms. At no time was a unknown user posting. You know forums, run like bitchy little girls[1].
Now all this Social Media Platforms stuff. _tube and _FBk are digital sides of buildings with easy to pick screen doors in front of the good stuff. Comments are the village green (Twitter for sure). Anyone can up/down what I am typing, even flag for human inspection.
When the platform API allows evil shit into database that's when the platform's has a duty to kill it. There is one little problem -- Media Companies -- user's content is evil to them The amount work keeping them happy means I rarely post on _tube. It gets tiresome because any video that has a few seconds of Fair Use video for reasons gets slapped. Time is all users of these platforms have for themselves, we sold everything else

Moderation : Forum era had information locked. Media era has central information unlocled.
The policies in the article are needed for the people that swim in the sewage so general population does not have to.
Currently if a user, me or you, trips over a photo/video that is obviously physical child abuse or sexual assault on _tube or _search it can be flagged as objectionable (_tube has it on the page). The community may not want to click that button -- click equals users identity is sent also. Most people on any platform are not going to shield their "being a good citizen" act by sanitizing the box. Police are not going to give a dam, all the gear the user has can be taken and picked apart as part of the investigation. (If said photo is in cache somewhere you/me are in handcuffs.)
I used an example from the users POV because police have no reason to treat flagger as victim, they treat everyone as perpetrator until proven innocent. I can't quote actual cases because I am just a cat using human to type for me. OK, bad humor is bad humor.
All the backend work described is needed so users of a platform don't have to make the no win choice to flag or not-flag the most horrendous thing ever seen.
The people that have to look at all the insanity must see Doctor.Shrink per a schedule without having option to pass -- sign here at hiring, failure is dismissal.
I watched Human Trafficking Panel on C-SPAN last week and was shocked at the PR nature of it. Much said about victims need medical help in a timely fashion. Police need to realize the girls are not "just another illegal junky whore". The panel means well but it didn't even address international level. It was like a pick this simple part of a problem and defer the hard stuff. I could have misunderstood what the panel was doing. See C-SPAN video archive,
My point is when there are, as you said, people on _tube or _search monitoring the platform for the worst media that can be dreamed up need support. This function should be a black box to the staff not doing the page flipping -- should not even be aware that humans are the filter. So, HR can generate the legal stuff. Tech part is in an isolated area with no admittance by other employees. I have been in such a structure (nuclear power plant control simulator floor of (..) company.)
All the questions about getting the odd stare and whispering by other staff in the open areas is eliminated if "Special Ops" is invisible. Fried emotions, sick-n-tired-of-seeing-this depression, home problem are Doctor.Shrink's problem.
I tried to make it 12hr filtering legal porn urls at OpenDNS. Didn't make it even though I switched back and forth between miss-tagged kittens & G-rated video and really hard legal porn.
I pinned this so I check back. Oh, I worked in DC at a couple of letter-soup places -- retired now. Until policy making folks can say the words "child porn" without tossing a tactical nuke at companies I will not bet against ridiculous laws being passed.
It's not just DRM its About what device accepts devices not-Apple, not-Amazon
The ice is under water. What happens when the ScreenCast HDMI thing is plugged into TV and all looks good.
a. The kindle Fire HD 8.8 starts checking off: OS version, TV everything, probably makes sure Kindle matches Amazon Account. Then poof mirror to TV is on.
b. You start Xfinity Stream app. Bang not on Home network [evil laugh]. Fu'k, kill mirror, restart said app. Watch movie on Kindle.
bb. Netflix hasn't done any stupid minimum software is x then quit.
c. Don't get me started on iPad. It will not accept anything except AirFray. If I wait long enough Kindle will only talk to FireStick 'cause overnight update.
Amazon Prime Video will not play on Chrome browser if any Flash support is allowed. My iMac 27" 10.6.8 is one step away from Start Volume with 10.8 (no way 10.13 enters my machine)

The bright side of CBS AllAccess is Sunday night is NFL "Time Dilation" proof at that site!
I have Cable TV. I have Netflix. I have Amazon Prime. What I don't have is consistent access to something as simple as ondemand across all devices. Cable ondemand may have next day post of a show; maybe the mobile app is authorized to play it, however, desktop is 50-50 chance of playing it in that OS, browser, version of adobe device DRM.
It's all about control. Any prime time series is subject to distribution rights. EXAMPLE: Person of Interest on CBS was restricted by Warner Bros. from internet streaming, ondemand listing -- basically just broadcast it and hope people come back.
The mess of who gets to do what with a TV show is a committee of bean counters who want as much money as the market will spend.
Question: Is CBS trying to undercut distribution cost? If NBC hates a Netflix deal -- later dudes. Fox just doesn't want to lose money.
What will happen is cable will dump a box of $ on some networks just to keep splintering the market. <<-- my opinion.

Listening to the 'cast twice and I'm maybe half right
Half right? Sure. History is full of colorful people that built petrochemical business. All were slapped with controls by governments trying to limit industry post WW1. Then the market crash made petrochemical a swear word. So the oil industry forked to plastics and agro chemicals. Consumers are happy -- pre WWII.
WWII put pharma on center stage. The well known manufactures of medical compounds grew to big for regulators to sit and do nothing. Must-Be-Effective money pit created by FDA was the spark that lit up patent debate.
I still stand on "policy" is the problem -- Trade agreements and giving generic manufacturing rights to Africa without fees is a start. The only sure bet in making medicine is the research will go on no matter what -- The big names own everything thanks to FDA.
Before I listen to cast I have to say -- extending lifespan?
