If the tail lights are modified by tinting them then the guy is in the wrong. I agree that it looks better tinted but you need to know the state laws when doing that. The issue with tinting is it does make it harder to see the break lights unless brighter lights are used. If he recleared part of the lights and placed a reflector in the bottom portion it might be fine he should have done some photo shops and asked what was allowed to have it on record.
If congress is doing anything they should be pushing for standards. Like you said 1 bar = XdB. Then demand that the antenna must be able to send and receive signals from X yards away with the tower at half power and the phone behind a 2ft thick concrete wall. That will set a standard for what the phones must beable to do that way the antenna will never be worse than the standard.

Seems troublesome especially the aiding and abetting part. If a person goes to the library (non-profit) and uses the WiFi there to download infringing files they have no record of who was doing the downloading and even if they do and can prove it they will still be aiding the downloading of infringing files. I believe i read a while ago that Google's intent was to have a list of open "hot spots" to add to maps. They just did not think of people leaving there wifi open when doing it.
