Own Your Own Bank For $10,000

Apparently, it's possible to
own your own bank for only $10,000 thanks to countries like Montenegro. These banks are being advertised on the internet (oh no!) and causing the US Congress to become pretty upset. Not surprisingly, many (bad) people are using such banks for laundering money. However, personally, I think it would be kinda cool to have a Techdirt bank. Would anyone want to put their deposits there?
