False Domain Registrations Gets Your Five Years In Jail

There's a new bill in Congress that would criminalize false domain registrations. This strikes me as being a bit on the excessive side. While I realize that false domain information is problematic, I can't figure out how or why it should be a criminal offense that requires up to five years in prison. In the absolute worst case, the only punishment I think is fair is to have the domain taken away. Hell, half the domains I own have incorrect information simply because I've moved since they were registered and Network Solutions makes it next to impossible to change the information. While the bill is officially for people who "knowingly" register with false information, I'm sure sooner or later an accidentally incorrect registrant will end up in court if this bill passes.
