Who would have thought that there was a sudden resurgence in people wanting to start their own local dialup ISP? Apparently, it's the in thing to do this year. Of course, many people trying to start their own ISP have no idea what they're doing or what they'll need, so this article explains the basics to keep the founders of these new operations from making fools of themselves. It sounds like a lot of these ISP-newbies are simply CS students who recently graduated and can't find a job.
