No Need To Sign Up For An ISP In Egypt

Apparently, people are using the internet a lot more in Egypt since they ditched flat rate ISP pricing, and simply started paying ISPs out of the phone bill. Phone calls cost about $0.20/hour, and through a revenue sharing plan, ISPs just get some part of that (about 70%) for calls that go into their system. This means that users don't even need to sign up for an ISP. They just need to call whichever phone number of whichever ISP they feel like using. It seems almost counterintuitive that per minute charges would encourage more internet use over flat-rate pricing - but it seems the relatively high cost of flat-rate pricing encouraged lots of people to share a single internet connection.
