A Core Competency In Losing Laptops

Every few months another report comes out about how some governmet office is missing some large number of laptops filled with confidential information. With the latest report, it seems some politicians are getting fed up, with one comparing all these lost laptops to the way most people lose socks in the dryer, and wondering if we have a "core competency in losing laptops". He is, of course, calling for a better asset management program, but so far every time an agency has tried to put one in place, it hasn't done much good.
