Rules Set For Kids' Internet

The company that is going to be running the .kids.us domain which is supposed to be a "safe for kids" area on the internet has outlined the rules of what should be allowed and they demonstrate the problems that any attempt of this nature is likely to have. All of the rules seem pretty obvious, but they all need exceptions in case of "educational value". What this means is that it will be allowed if the person from Neustar decides it will be allowed. I also wonder how they're planning on policing the sites once they're set up. What if someone sets up a perfectly kid friendly site, but then starts posting questionable stuff? Is Neustar going to review any material before it gets uploaded? Or do they wait for someone to complain?
