For the past two years, if you wanted to, you could probably look around every day and find someone (occasionally with some credibility) saying that the tech recovery was about to begin. That's why it's very difficult to take seriously the claims that (once again) the tech recovery is beginning. This particular article focuses on what CIO-types should do. I think it's a little silly to worry too much about the rest of the economy. Whether it's good or bad, there are always things that a company can do to improve its position in the marketplace. Focusing on those things, rather than when the economy will recover, seems like a much more reasonable plan.
