Now We Need Identity Authentication Too?

The head of the National Fraud Center is now calling for a comprehensive knowledge-based identity authentication program to help combat identity fraud. He compares this to the various biometric programs that are being put into place. Of course, he doesn't mention (at all) the privacy implications of either the biometric systems or the identity authentication systems. It sounds like the knoweldge-based ID systems he's talking about will just cause people to give up even more private information about their lives - and make that information available to whoever breaks into the central system that stores it (and they will break in).
