Lottery Code May Have Been Cracked

It appears that some enterprising folks in Taiwan may have cracked the bar code used on scratch-off lottery cards, which would let people know which tickets were winners without actually scratching anything off. This means that a bunch of scratch off lottery tickets in Taiwan have all been recalled. What I want to know is why anyone would ever put that information on the bar code in plain view? Sooner or later, someone had to crack the code. Why not put that information on a separate bar code under the scratch off material?Thank you for reading this Techdirt post.
