Salon takes a look at how Jesse Helms became the hero of web radio by preventing the original small webcasters bill from going through, and instead coming up with an amended version that, while not perfect, certainly seems better than previous offerings. Of course, they say Helms was motivated to do something by a group of Christian internet broadcasters who were afraid of being wiped out, rather than for the good of internet radio in general - but people are still happy.
