Spammer Settles SEC Case

Is there ever going to be someone who, when settling their case, admits to wrongdoing? The latest is a spammer who sent out 9 million emails touting some sort of get-rich-quick investment scam that (surprise, surprise) actually just went into this guy's pocket. This guy has "settled" with the SEC, agreeing to pay back the over $100,000 he conned people out of, by touting his investment scams via spam and on the web. What I want to know is what sort of person actually gave this guy money? He raised over $100,000 from 29 people. These people clearly have a little extra money to burn, but are a little light on their critical thinking abilities.
