The battle over licensed vs. unlicensed spectrum continues to be a major political battle, rather than a technology one. While many people believe that a combination of both models makes sense, that doesn't mean there isn't a battle over how much spectrum is available for what purposes. The Seattle Times has a nice summary of the current battle for more unlicensed spectrum focusing mainly on the recent FCC report on the topic.
