Text Messaging Driver Charged With Murder

A driver in Norway who ran over and killed a 4-year-old girl while text messaging as he drove is being charged with murder. The article makes a big deal of the text messaging part of it. He's being charged under a law that specifically forbids using handheld mobile phones in cars - but I don't see why the text messaging was specifically singled out. The guy is clearly a moron for texting while driving, and he does deserve to be charged with murder for killing someone while driving recklessly. However, why make text messaging specifically a crime, as opposed to simply charging him with reckless driving and murder?

    Reckless Driving Murder

SMS has to be singled out to make everyone understand the damage done by reckless use of mobile technology.
