Worried About Links In France

Over in France, folks are worried about sites that link to illegal content. The article is a translation of one that (apparently) was originally written in French, and so it's a bit confusing in some spots. It seems like they're trying to come up with rules for anyone who runs or hosts a website on how to deal with users who post links to illegal content, but includes some weird suggestions, like the requirement to provide "technical assistance to avoid featuring on certain search engines". I'm not quite sure what that means, but it sounds like a big waste of time and effort. Links to "illegal" content are going to happen. Coming up with rules to stop links is a huge waste of time and unlikely to do anything useful.
