BT Trying Different WiFi Pricing Schemes

BT is trying to expand their WiFi offerings by lowering the cost of their "hotspot in a box" offering and offering different subscription plans for users. I'm not sure all of this makes sense. If they really want to expand their footprint, then why aren't they taking on the cost of setting up the hotspots themselves? Instead, they're trying to charge small business for expanding BT's own WiFi network. From a first-pass perspective it makes sense (cheaper to expand your network when someone else is paying for it), but it probably slows down deployment and makes it very ad hoc. At the same time, the subscription plans they've introduced (including pay-as-you-go options) still seem ridiculously high and unlikely to tempt anyone to give a hotspot a try.
