Cell towers everywhere!

Israel has one of the highest cell phone penetrations in the world. Around 50% of Israeli's have cell phones. There are three cell operators in the country with plans for a fourth. The problem is that the cell antenna's are everywhere and people are concerned with the health effects. They want the antennas moved away from populated areas. But wouldn't that impact the quality of the coverage and make phones less useful? I'm curious to see how this turns out and if the issue will impact cell phone usage.
