Caller Pays Mobile Phone Billing

In most parts of the world, except the US, the caller pays for phone calls to mobile phones. In the US, both parties pay. This system has probably limited cellular phone use in the US relative to other parts of the world like Europe or Asia. Well AT&T tested caller-pays phone plans in Minneapolis this summer and got very few takers. But I have to wonder if they wanted the test to fail and set it up that way. First, isn't AT&T incented towards both parties paying since they make money on both ends? A national roll out would have high bill tracking costs. And, why wouldn't someone take a plan where all incoming calls were free unless there was a catch? It should work just like your landline phone, right?
