Buying Fractional Shares of Tech Companies

Those tech stocks getting too expensive for you? How about buying just a fraction of a share? That's the plan of a new company. Not a bad idea, though I wonder how it will effect the whole process of stock splits, which are more or less designed to do the same thing - but also (for no real reason) tend to cause a stock to jump. If you can always buy fractional shares the reasons for doing a stock split become less clear.
