Cell Phone Traffic to Determine Real Traffic

The Washington Post is reporting that they are going to start monitoring automobile traffic in the DC area by monitoring cell phone traffic. I'm not exactly clear on how this all works, but it certainly brings up some privacy issues. Also, as more and more areas are considering outlawing using cell phones when driving, this might not go too far.
