That doesn't make it a good choice, or a legitimate one if you don't plan on using it. But if they are going to embrace the irony it sorta works.

From a technical standpoint the airwaves are a limited resource and laissez-faire policies aren't capable of managing like that. Government regulation to limit broadcasters was a necessity, not "corruption."
By that logic there could by no "Non-Commercial" use of images. I pay my ISP for the bandwidth to DL that image. I pay HP to print the image. There is no way around it.
Money changing hands does not making it "Commercial Use."
