A community-wide plan still isn't going to alleviate the problems inherent in contacting other parents. They still might take offense to the accusation, and the ones that would encourage it aren't going to start because of a plan.
Personally, I'm not going to utilize any community-wide plan that I don't 100% agree with, and I can't see any community making such a plan together. :P

There is a system in place to offer more than basic discipline to a child. It starts with their immediate caregivers.
There is a system in place to handle children who commit crimes. It starts with your local police station.
There is a system in place to handle parents who are neglecting their children. It starts with your local Child Protective Services office, or its equivalent.
Schools need to pick up the phone and call the correct first contact for each system in any case that they believe warrants more than the most basic discipline.
I realize that, traditionally, the attorneys vet everything that the rest of the company does, but that needs to change. We need to move to a system where a PR guys vets everything that attorneys want to do, before they can do it.

How do you know that they're not paying the use taxes?
I understand that NC suspects that some of its residents aren't paying their taxes, but the last time I checked, this was America, so all of those citizens are innocent until NC can prove otherwise.
And if NC knows that an individual isn't paying their taxes, they should subpoena their records, legally, prove their allegations, and then fine them, instead of taking an end-run around out civil rights this way.
I build websites for small to medium businesses and I generally advise my clients not to sell items to people out of state via the Internet, because of the crazy laws that each state has, that each other state is supposed to respect. :P

...you use or publish something in the public domain that's later pulled back? Can you continue to sell copies that you still have? Can you continue to progress with your work that uses that art? Are you suddenly a 'thief'?
Yes, in some cases, it would be beneficial to give a blood sample, but this isn't a rule, obviously.
If you were accused of burglary, or identity theft, trespassing, or any number of DNA-less crimes, including rape without a DNA sample, your DBA wouldn't matter, so there's no reason for you to give up a sample.
