I do wonder, however, about information which came with an NDA attached, or information used to justify asking news outlets not to run stories. The latter certainly seems fair game, at least if not involving NDAs. From the journalism end, i can see why information might not be published, but i don't see why that information isn't subject to FOIA.

Knew a cop who tripped and face-planted on the sidewalk. Saw something between two buildings from that perspective which blew an existing case wide open. Now he jumps head first down the steps at the station every day to start his patrol.

The numbers are all the cops, all the time. Stops that result in nothing are highly unlikely to go to court, or reach the attention of a larger segment of the public in any other way. This crap happens all the time. There are no collected numbers as they are non-collectable.

You know, you are right. No one should be able to use such works, including barf-inducing cynical corporate use for advertising, without paying some fsckwit who had absolutely nothing to do with the creation of the work used. That makes things so much better!
Maybe the rest of the board is pretty good, then. They also didn't abuse procedures to make her shut up and then arrest her for not sitting down fast enough, or something. That seems to be how it usually goes when a majority would collude to suppress speech.
