Take your argument to the next level, if you bought a DVD and it came with a sticker that said you were only allowed to watch it on Friday nights at 8pm, would you do as the sticker demands, or would you say "Screw it, the technology exists to watch it whenever I want, and I'll do just that."

An ISP isn't necessarily a gatekeeper, but is ideally a gateway.
A gatekeeper decides who or what is allowed to pass, usually based on some sort of criteria or limitations. "All who enter must relinquish their weapons," or "if you pass through the Portal of Infinite Goods and Services, put please don't squeeze the CharminĀ®."
A gateway is more akin to a doorway, which allows one to freely pass through in order to experience whatever is out there. The ISP server that allows your computer access to the Internet is called a gateway server.
