To get your birth certificate back, especially in large states means a trip to the capital of the city you where born in with some other identification needed. There is also a segment of the population that was not born in a hospital and never had birth certificates or they have no living relatives who can help prove their identity.
I like this but it will lack one thing, authentication. Authentication is half way broken without certificate pinning as it is. But when you go to free you have lost control. Without payment you could have different people apply for the same certificate without proper checks.

This will never work. You cannot have people who have not earned their reputation reviewing things. The majority of society is not qualified to tell when a politician is lying. Further there is too much to be gained in cheating this system and this lowers the price for them to do so.
When so few people vote that points towards the fact that a majority sees the government as being illegitimate. Numerically it is. With 37% turnout and some races being close that means 20% affirmatively approve of the people in charge. 20% of eligible voters that is.
