The word theory, unfortunately, does not have a single meaning. On one hand there is the usage of a proven scientific body of facts like "Number Theory" This is not to say that the body of facts explains every thing. Then there is the meaning equivalent in many respect to the word "philosophy" examples: "Marxist Theory". So, the theory of multiverses or dark matter or dark energy are hypotheses that attempt to explain observations or failings of a current theory. These maybe consistent with our current understanding, but are unproven. Unfortunately, some of these hypotheses must be agrees to, or you will not be able to get any funding for your research, try to get funding for work that attempts to disprove "string Theory".
Why the scare quotes around scandal? Afraid the the Clinton machine will get you, or just habit. Interesting that both NYT and WaPo have reported this. As I mentioned above, I believe that federal law which governs interstate matters is single party--only one party (you) has to agree to being recorded.

I think better training is not about superior tactical ability, but understanding the laws in you own state and community. It seems all too often the police are more concerned about "controlling the situation" than respecting the laws. I recall seeing several videos on youtube and the like where the officers involved don not their own state laws. One example recently was in Ohio where an officer got upset that a driver who was pulled over and had a concealed carry license did not say anything to the officer about being unarmed. The law clearly states that you have a duty to inform only if you are carrying concealed. Since the driver was not carrying concealed, he had no duty to inform.
There are far too many videos of officers trying to intimidate citizens video recording officers in public when it is well known that this is perfectly legal.
