I'm pretty certain modern tech can make most portable devices incapable of harming a plane - if nothing, a Faraday cage inside would help. The authorities and airplanes really just can't be bothered, especially when we are talking about low-power or receive-only electronics. Why do I have to turn off my GPS receiver, but not a digital watch? Why switch off a Kindle but not a pacemaker? It's all about 'convenience', not actual science.
Lieberman is one of the most conservative 'liberals' I've seen in US politics. No idea about Tipper, but one person won't change an organisation much if it has tons ofpeople in the other direction.
Besides, these MEPs have chosen their role, and to live in the public glare of their own decisions. Sure, they can vote how they choose - and sure, we can highlight those who fail to live up to our standards.
Thank goodness we couldn't get the WBC in the UK. That being said, I'd still rather have something more like the First Amendment here. Just better worded and more inclusive :)
Short of banning the responsible officers from overtime of other perks, I can't think of many ways to punish them/their precinct that wouldn't hurt the public too.

In the UK we do have strong laws against hate speech, especially racial-based, and we don't have a simple constitutional basis like your First Amendment (which is ignored plenty itself, along with the fourth, fifth, fourteenth, etc...). I agree, jail is a bit much (especially as ours are overcrowded), but I don't disagree with him getting consequences to his actions.
You'll just have the entire force trying to trip up and backstab their superiors, instead of actually doing their real work.
Also, why should a whistle-blower benefit /that/ much? What about the city coffers, those wronged by the superior, those wronged by crime in general, or so on?
I would like leg room, and decent free (or at least inexpensive) meals, and an in-flight movie that doesn't make me want to skewer my eyeballs with a (blunt) spoon.
This would be an indie record company with indie singers whom ASCAP would totally fail to pay, as per standard recording industry 'respect for artists'?

So 2010 was a massively bumper year, and because your masters couldn't invent something to rival Avatar they have to whine because they aren't doing so well the following year and this means they 'have to' raise ticket prices? Puh-lease!
