It's cultural. Nintendo seems to have apathy if not outright contempt for Western audience. This FurAffinity comment goes over it a bit more than I am aware. But I can say that the text input for the Wii U could have had better localization support for English, like capitalizing the first letter in a sentence.

That leaves the issue as to how he'd pay them. He'd have to hire someone to make sure the money got to the right place, ride a train over to California (a process that could take days), and talk to the lawyers.
A lot has happened since this was written, including Alex Mauer getting a psych evaluation, targeting other games she worked on, being served by Leonard French, and saying she will represent herself in court.
There are already regulations in the ISP land… for the big monopolies. How do you think they stay in business? It isn't due to honest competition, that's for sure.
If cases like this keeps coming before the Pennsylvania Supreme Court, Things will happen. What those Things are will depend on a lot of factors, like how much influence and power the Court has and how often these things happen.
I've heard that Take Two did this to implement their own mod store, similar to what Bethesda is putting out. Only thing is that it seems like Take Two wants [i]only[/i] their approved mods, and none of those free mods. They want all the money, and will sacrifice some to get all.
