As much as IO despise SoundExchange's tactics, I think they're actually in the right on this one: if they don't have verification of the artists, then they should keep the money until it's proven otherwise.
To do anything else would be to open themselves up to accusations of fraud in everything. Right now, they're only fraudulent to independent artists.
There's nothing ethical about the site. Which is ironic, consdiering the site claims that everything not RIAA-related is incorrect or outright falsehoods.
It's stitistically significant, considering that the last election had a 39% turnout of voting-age people - so that's around 20 million people. 19,000 out of those is still a considerbale number in UK politics. The UK anti-ACTA petition only got 100,000, and that was the second-largest petition in history (behind Hillsborough re-opening).
So if a .01 goes missing from the budget, will accountants scream in terror, as the terrorist .01 rampages across the vurtual space? What about a .06 that went missing and became al-Qa'.06?
