Maybe the Chinese government finally learned how to say, "Streisand Effect" in Chinese and figured out they are a lot more likely to have to deal with it by targeting GitHub instead of individuals.
Considering some IP maximalists view piracy as anything they are not being paid for, I'm a little leary of accepting their claims at face value. Even so called "piracy" sites offer a lot of content that does not violate copyright.

A corrections officer does not have the authority to impose a gag order, only a legislature or judge can do that. Nobody is required to obey an illegal order.

A lack of legal authority has never stopped a law enforcement official from enforcing whatever they want.

How about banning him from ever owning a firearm again?
Qualified Immunity has to go. All it does is produce officers who have no reason, desire or willingness to be the "protectors" they like to proclaim they are.
Why should a government get a pass on a service they have banned in their country? If they want to complain about it the least they could do is allow that service to their citizens, otherwise it's just another case if the rules don't apply to the chosen few.
They may be able to, but they also know if they do they'll be in court because they pissed off the government. While being subjected to various investigations at the same time (DoJ, IRS, SEC).
