Once they can get Google to only show "legit" websites, they can get down to the business of determining who is legit. I can see a future where you have to have a license to own a website and adhere to ever increasing list of government rules.

And that's an even bigger problem that needs to be fixed, but it is not fixed by the DMCA.
If 80% of counter-notices were bogus, does that mean 20% of them were valid?
If they had their way, that 20% of what is most likely fair use would be blocked from the internet. That alone is a reason to maintain the current system.

The content may not even be on a website within that country's jurisdiction, so even if they wanted to censor it they couldn't. Making Google play censor is their way around that.
If the government is going to institute copyright, it's the government's responsibility to also institute a database that accurately tells what is actually covered under copyright and for exactly how long. Without that, the whole system doesn't work.
The problem with having the largest military force in the world (by a large margin) is that it's usually the easiest way to fix a problem. Just kill it and be done with it.
Of course that often causes more problems, but that's why you have the world's biggest military.
