They want so badly to become the rich and powerful that they refuse to limit the privileges of same because they believe that some day, they will be the ones to enjoy those privileges.
The cartel owns the police, the armies, controls the production of food and water, and the institutions that pretend to be humanitarian and they simply need to own you as well to make it all perfect and they know they can do it because they have the tools and the will and because those about to be enslaved are incapable of realizing their peril.
The cartel simply does not yet know how to pull it off, since its never been done successfully in the past. This is why so much of their efforts are generally hit and miss as we have seen over the last decade.
Aside from the talent of turning one dollar into three dollars repeatedly, they are not exactly the most astute or intelligent humans in the litter - just the most ruthless, cunning and opportunistic. They're already working on laws that make home gardens illegal unless the home owners follow a standard regimen of costly government inspections for food safety and quality - all for your own good of course. :)
On the other hand, a general strike is the absolutely ONLY way you're ever gonna be able to starve this beast, but they already got us afraid of our neighbours and each of us toeing a particular partisan label - divided and conquered - so the concept of solidarity could never be realized in America, until long after American homeless start starving in the streets by the thousands and citizens start disappearing in numbers greater than 1000 a day.
I figure that will take about another six to ten years and by that time, the Mob will have done to America what they do to small businesses they take over - drain'em and drop'em and move on to the next one.

I'll try a slightly different wording:
Its all a trick.
The bad boys want to make something on the web disappear without anyone noticing, so they had a law passed that would allow a huge number of "requests" by assholes, to remove the evidence of their assholiness from the web, knowing full well that the assholes would jump at the chance in droves.
Whether or not anything came of these requests - such as "web pages being removed" - is immaterial, because the purpose is to create a chaotic situation during which the very important something that certain parties want removed, can be quietly disappeared, while everyone is busy looking "over there" and giggling at all the assholes.
Once the real purpose of this farce is accomplished, the silly laws will be repealed and nobody will be the wiser.
The third word in my original comment above is "probably".
This was just a suggested rationale behind the making of this absurd law, not a comment on the number of websites that would go missing because of it.

As soon as any judge makes that decision, a portfolio of real and faked photos will arrive at his home in a postage free brown envelope. The faked photos will show the judge participating in a variety of career ending activities, and the real ones will show loved ones asleep in their own bedrooms with masked men wielding weapons standing next to them.
Standard Operational Procedure for the mob and other, shall we say, "clandestine" organizations.
The judge will suddenly reverse his decisions and play ball.

Actually, if the NSA and GCHQ and their respective governments do not bring the internet (or society itself) crashing to the ground in the next ten years, I think that "not leaving a paper-trail" will become standard operating procedure for the internet and most other forms of communications.
The sudden realization that the world's governments, corporations and other institutions are actively spying on all of us through the very means by which we inter-communicate, has awoken a new and desperately needed mind-set among the common populations of the earth.
Even as some groups of uncaring enterprisers feed at the teat of our monster institutions to aid them in making the world less secure for the non-billionaires, other groups, less well know and often completely unknown, work hard to create a world where such massive surveillance is either impossible or comes at a cost that overwhelms even the big player's budgets.
If our communications, be they anonymous or open, are secretly available to all and sundry, then free speech is dead and human communications and thus its future, faces a severe threat.

If newsworthiness of an identity is an acceptable excuse for the host outing someone who was told they could post anonymously, and if outing an anonymous poster as a benefit to other posters can be considered as a valid reason for the host disclosing a poster's identity, then why not admit that any other reason that might present itself to the host as an excuse for outing an anonymous poster is absolutely acceptable and entirely eliminates the idea of anonymity.
This thing of ours - the internet - was created with anonymity built in for a very valid reason, and it has grown and thrived beyond anyone's wildest dreams because of that anonymity.
Once you begin finding excuses to remove it for "certain" posters, or "certain" reasons, you have started the process of ending it and of ending that which makes the internet so absolutely incredible. You have also begun to limit the style, quality, content and subject matter that the site allows to be spoken of freely.
Even if a poster declares on an anonymous site that they are planning to assassinate a public figure, or kill a neighbor, the host need not disclose the identity to other posters - only to the police.
In my opinion, if you, as a web-site host, feel that there might be some reasons that an anonymous user can be outed, then you should post that fact, clearly on the website as "limited anonymity", or not offer anonymity at all.
There are many other ways to deal with unruly posters that do not necessitate disclosure of their real identity and that work far better to maintain the quality of the site.
To do otherwise, is to destroy your site's integrity, permanently and to put another nail in the coffin of free speech.

The GCHQ wasn't after the hard drives.
They wanted to remove the extra chips placed on all the Guardian's computers via special ops, before some busy body do-gooder group could examine them and realize they had some of the earlier versions of the top secret NSA spy-chips attached to them.
NSA was informed of the move to "destroy" the "hard drives" because, at that time the spy-chips were not remotely destroyable. Because they belonged to the NSA, GCHQ was telling them "they (GCHQ) were covering their (NSA) asses".
That was indeed "Good News" to the NSA.
