Nah, they'd just switch to only pulling over out-of-state plated vehicles. This is how it's done in West Virginia on Route 19. You'll be driving along and WV plated cars whipping past you 10+ mph faster, but if you get to 5 over the speed limit with an out of state plate you're getting pulled.
