While it's nice to "include the private sector and also civil society," that's really ignoring the larger point. The only real "stakeholder" in copyright is the public.
Um, civil society means the public. It's just that the public has to organise itself in some way in order to participate meaningfully in international institutions like WIPO. The idea of making laws on a wiki or something is great, but we are light-years away from that./div>
