  I've modified my views on this.

  (1) The 'constituency' argument seems salient.
  (2) Muting -- instead of blocking -- still allows trolls to piggyback @AOC's account, displaying such things 'fake nude photos' to actual constituents.

  I don't offer any solution, but I do admire the problem.
