Russians Create Artificial Brain

I'm a bit skeptical of this one, but some Russian scientists are claiming they've created a virtual artificial human brain. There have been plenty of similar claims in the past, but none have actually been that impressive. The scientists are claiming this brain needs to be trained, like a child's brain, though it's unclear how they plan to do this.Thank you for reading this Techdirt post. Does this make sense?
I know a tiny bit about biology and neurons, and an even tinier bit about computers, and nothing in this article makes sense to me. Can anyone school me?
