California Bans All E-Voting Machines

We knew that California Secretary of State Kevin Shelley understood the real issues involved with complaints concerning electronic voting machines. After all, he was the one last year who said that all electronic voting machines in California should have a paper trail. Now, following a recommendation last week concerning problems with the way Diebold managed their e-voting machines, Shelley has gone even beyond the recommendations to say that all electronic voting machines will be banned from the state, unless they implement a certifiable paper trail or put in place a specific list of 23 security measures. At the end of the article, he also appears to indicate that he's asking the state Attorney General to file charges against Diebold for knowingly breaking the law.

    The title above is INCORRECT.

    The only voting machines that have been banned are the Diebold AccuVote-TSx machines that were being used in 4 counties. That is all.

    Electronic voting machines in 10 other counties still can (and probably will) be used (INCLUDING OLDER DIEBOLD MODELS) if they provide a paper ballot alternative and adhere to additional security measures.

    THE VOTING MACHINES ALREADY CERTIFIED DO NOT HAVE TO HAVE A CERTIFIABLE PAPER TRAIL. Only new machines that may be added later.

      Although only four counties had used un-certified machines, if you read the article you will see that the Secretary of State went beyond the recommendations and de-certified ALL touch screen machines. Those other 10 counties may be able to get their machines re-certified, but they have in fact been banned:
      The decision goes beyond the recommendations that an advisory panel made earlier this week. It means four California counties that use a specific model of touch-screen machine will definitely have to find another voting system, and 10 other counties that use similar systems will have to do the same, unless the makers of the machines take steps to guarantee every vote gets counted.

    Unfortunately the country registrars are fighting this. They seem to be more interested in cheap elections than in accurate results.
