Verizon has widespread EVDO 3G service. Sprint has EVDO in many locations and are close to having it turned on in a widespread way. Cingular should launch HSDPA early next year.
T-Mobile only just launched EDGE, a step down from all of these offerings, and doesn't have the spectrum needed or the infrastructure in place to offer UMTS or HSDPA -- and it will be quite some time before they get there.
So, yeah, I'd say they're way behind.
