  Payment = Guilt

  If Bill pays up the $32 Million, he is admitting that Microsoft was guilty.
  
  If he spends $32 million bribing government officials and getting them to overturn the ruling, he's not guilty.
  
  The more not-guilty verdicts against Microsoft, the less likely yet another country is to try and bring charges.

    That's why we live in a free country where you can put what you want in your product and not let the goverment tell you what to do.
