In percentage terms, true; in gross numbers of connected users, not the case (obviously). This and other fine nuggets about the "digital divide" between the wired and the unwired can be found at the Department of Commerce website. A decent executive summary at News.com. Elevator-version: Connectedness varies by ethnic group, and then varies with income within that ethnic group. At 75k+ in household income about 1/3 of households are connected regardless of ethnicity. Not surprising.
The same thing is true of parts of Scandanavia, I'm told.
