the manual is probably available in pdf on some website somewhere... the address for which is probably in the paper manual.
also, no one reads the damn things anyway. they usually contain: standard stuff that anyone with a brain and a console already knows... including stuff about the console that should be in the Console's manual, which people might actually read while setting it up. this is followed by, if you're Lucky, an explaination of the controls.. which if the game isn't terrible is explained much better in a tutorial in game, so is only really useful if you forget.
finally, there will be stuff about the gameworld/story that either contains spoilers for the first half of the game or should have been on the back of the case. in the european version this might be repeated in up to four other languages. basically the more intuitive/useless it is the more likely it is to be in the manual.
then there's games which Don't explain certain significant gameplay features in game.
the better stores around here will point at the stupidity of our current law/policy/whatever and say they can only accept a return for a new, working, copy of the same thing if it is physically broken...
then point you at their second hand sales policy and buy the thing back for a way bigger percentage of it's initial price than you'd expect (depending how soon after release it is) and sell it onto the next guy.
(including the warning of the issue when HE goes to buy it.)
a lot of stores the clerks will actually warn you of that sort of thing when you bring it up to the counter (usually while processing your stuff, so depending on what you brought up and when they noticed it, it might be too late by then or might not...) though this is usually the clerk passing on their own experience to a fellow gamer rather than store policy, so if the place isn't a dedicated games shop this doesn't happen as much.
hard to run a legitimate business when the competition is a government sponsored Mafiaa. (i was tempted to leave off the second a, but i figured insulting legitimate gangsters, even by association, is a bad idea.)
'course 'true' free markets default into monopolies Anyway, eventually. (if you take 'free' to be 'unregulated') the methods of getting there just fail to involve making laws.
there's a difference between 'couldn't have done it' due to opinion of personality and 'couldn't have done it' due to being observed at all times to be nowhere near where the thing took place and/or not have the materials to do so.
difference between a character witness (or something of the sort) and an alibi.
the possibility of getting shot because some cop is having a bad day and isn't as articulate as is needed for me to understand his instructions past his accent the first time when he is shouting at me is one of many, many reasons i have no intention of ever visiting the USA.

recognizing this and telling people that if they don't want the illigitimate methods to be used they should provide decent legitimate methods... is not actively supporting the use of illigitimate methods.

you know, the whole left/right thing is so horribly distorted as to be meaningless. in terms of the political compass i think if you break things up you'll find a trend in the population to prefer being somewhere the middle.
what is being Massively rejected is the second major axis of political alignment: authoritarianism through... liber.... soemthing. i forget. the meanings of names shift around so much and there's a number of similar ones. anyway. all the way right and down (where authoritarian is up) is anarchy. all the way left and up is Stalinist communism. the entire current US political spectrum is in the upper right. (Nazi germany is actually all the way authoritarian... but it's not right. it's centered.)
so, yeah. just because it's the economic powers causing it doesn't mean it's an economic issue. this one's a control issue. authoritarianism. THAT the internet as a whole rejects by it's very nauture.
(interestingly, a dictatorship need not be massively authoritarian.)
given the usual shenanigans, i wouldn't be surprised to see anything from cleverly labled but quite obvious bribes and threats through outright assassinations to cause this to fail. and forget the 301 thing. far more likely to be 'stop doing this or we'll stop buying (whatever is bought from mexico) from you or selling you (whatever important stuff is sold to mexico) to you.'
