To be fair though, there are times when a temporary government granted monopoly is more advantageous to everybody, though such normally applies when you're speaking of physical utilities (water, electricity, internet, cell network, telephone network, natural gas lines, etc). The natural end result of such work should always result in a break-up of said monopoly after its usefulness has ended.
If a million people were to cry out at how horrible some proposed legislation was, they're only 0.325725949% of the US population.
A "vocal minority", as it were.
Of course, if you factor out those people who never go online, and those people who do not understand how the internet works, then one may find that same vocal group likely represents a high percentage of those people who use and understand the internet.

It might be the political equivalent of saying "hey world, our country quits. Please invade/conquer/kill/displace us in about 50 years, thank you." but you totally CAN legislate against technical progress.

Sad thing is, they just might get it, too.
Or perhaps, the lawyer will "coincidentally" have the same name as some deportable criminal--and the I.C.E. will win the case on the grounds the prosecuting attorney didn't come to court...
It makes people unhappy, and when you can get all the power you'd normally get from martial law by passing several shady laws anyhow--plus you can claim with a straight face you've never declared martial law on the US populace.
