I'm an advocate for having a backup, or several backup, means for communications outside of socialmedia's control. Don't put all you eggs in one basket. direct email lists, IRC, etc.

USPS with Certified Return Receipt. If someone is actually serious about making a FOIA request then they can take the time to print, and the small expense of certified mail.
This way there is proof, someone has to sign for the letter.
WMV files were a nuisance since introduction years ago. I went so far as to associate the WMV ext to be opened with a Hex Editor. And now this.... More reason to avoid the files for the plague that they are.

Actually key-segmentation is a very good idea. I have been using something similar for quite a few yrs now. Holding half a key in my mind and the other half in a USB key fob. And I have no idea what the half key is that's held inside the fob. It would be nice to have a mechanism to backup the key that's inside the fob, in as you say, 2 or more parts and in 2 or more countries.

I did computer and consumer electronics repair back then....
1980's and 90's.
Xerox did something similar in the 90's, by refusing to sell any more repair parts to any competing businesses.
