It's hard to argue with the opening fact. More people viewing your "information" may make a youngster nervous, resulting in them trying to do "cool" things.
Unfortunately, those "cool" things can range from smoking to riding a bike off a cliff...

Just pass a law saying any politician that lies to the public for personal gain disqualified/fired. Yes, getting re-elected should be considered personal gain.
Patent cases should consider whether or not publishing of the patent would be at least 50% of the cause the idea is being used by the defendants. Otherwise there's no reason for the government to support them as a monopoly.
Don't forget about how hard gatekeepers make it to get DRM free stuff (ex. use of one file you bought on all devices you own). Need to dip into the grey zone only because of that.
There are even some people that don't know there is a difference between MB/s and Mb/s. (megabytes(1024kb) and megabits(125kb)
Currently only companies selling internet use megabits, to make the speed seem larger. They should let megabit die already.
The real problem is that most "bakers" keep their "bread" locked in a vault or charge obscene amounts of money from the "re-sellers" to keep competition away. And there there are the ones that are impossible to talk to, negotiate or reason with.
The answer? Make an amendable, public, government enforced(not controlled) list of reasonable prices for types of Copyright stuffs. After time passes, the prices can be challenged easily. With enough proof of how the copyright stuffs are being used, the prices could change in one week. The "bakers" would have to accept the "List" copyright price if they have the "bread" in a vault, won't negotiate, or are impossible to reach. And; all those "bakers" put together would not be able to claim more than 50% of the sales. (they would share the 50% equally)
Meh, this idea is sounding worse by the second.
I would like to see something like M.U.G.E.N being legally sold, but the "bakers" would make to much too expensive to sell. Not to mention the time to agree with all the "bakers" separately. (most of them would say no or be impossible to reach)
