Archival requirements. I would also add that government controlled email server could, and probably do, have archival requirements and private email doesn't.. So it's easy to delete emails on the private side, and not so easy on to govt side.
When I first saw the proposed Amendment on sample ballot. I said to myself 'no way! no how! This is better handled by the legislative branch and doesn't need to be a constitutional amendment.' No CATV (or no TV at all) can be quite nice as well. There are so many other things to do besides vegetating in front of TV, and the money saved. The TV got thrown in the trash about 15 yrs ago and I've haven't missed it one bit.
