He is right. Some infra-structure is heavily regulated because they are natural monopolies. It makes no sense to build electricity distribution infra structure twice, three times for every different generator. I've had the chance to talk to some awesome cops and it's the same everywhere. You have to thread a fine line between being good and closing your eyes to some stuff to remain in the force. One cop I knew worked for the federal police (I'd guess the FBI in the US?) in São Paulo and she warned her superiors that some cops were corrupt and were receiving bribes to overlook some stuff. She was ignored and then vindictively transferred from state to state till she gave up (they can't be fired without very grave complaints here) because it was taking a toll on her kids.
The good part is that there is an ongoing effort to change this. The sad part is that it's a very slow process and this is still not the exception.

First they beat journalists and arrest them because "oops, couldn't distinguish journalist from criminals" and in this step they both instill fear into journalists and sediment the idea that protesters are criminals/vandals. Then they prosecute journalists as if they were cooperating with the 'criminals' to further erode civil liberties while on another front the govt keeps insisting in deciding who is and who isn't a journalist to receive any protection that will be worth nothing in the end.
The question is, why is the law still valid considering it's clearly unconstitutional? Because it can be used to throw the book at journalism and freedom of speech. Like many other laws that conflict with the Constitution and are considered valid. Your government only likes you while you are a happy pawn. Don't dare question your overlords!
I've said it before. Let them have their way in every single aspect. The ensuing chaos and real money losses would make copyright be scrapped and restarted. Until it happens again ins 100 or so years.
