I wondered the same thing and concluded that the only way out of this is to get the technology out in the wild so that even a middle school kid can build them and scan cards.
If enough people are doing this the card makers will shut it down.
I live in the area and I can tell you that, City Park Apartments are pretty nice and I-15 helps block out the noise from the railroad yard that is nearby.
I think that the vectors crossed a while back and we are now in the unfortunate circumstance where you may actually be safer with the ones that don't have badges.

I pulled out my phone and no service.
No problem I have WiFi calling I'll just hop on their guest network.
I connect and it wants me to enter my phone number so they can send me a text to gain access.
I still haven't figured out if this is by design or incompetence.
I suspect somewhere the CIO is telling the rest of the suits that they no longer need a guest network because hardly anyone ever uses it.
