Err... government corruption, espionage and coverups -- that stuff IS conspiracy. If you mean to say that you give the murder accusations no credence then just say that. There's no reason to flash your "I'm a good American who believes that conspiracy theories are crazy" badge. Especially when the story you're writing about is a conspiracy theory.

I've said before that someone who feels moved to create only when money is stuffed in his pocket is no artist. I'm pretty sure the loss of whatever works such a person might produce wouldn't be the death of culture.
It's just as easy to get these things right. The bill doesn't say "less than" or "under" 100 words. It says no more than. Honestly I don't understand why people find the idea so hilarious. If 100 words are insufficient to tell me what you plan to do with my data, then maybe you don't need my data.
Computers are not better than humans at playing chess. They are better than humans at storing and cross-indexing encyclopedic knowledge of chess openings. They are better than humans at building and traversing a tree of potential moves. They have to examine every branch of that tree in order to determine the optimal move, because until they resolve the min/max they are unable to distinguish between a brilliancy and a crass beginner's blunder. (Possibly some refined pruning of the tree has evolved to make this examination more efficient.)
