So if..
... every establishment (cafe, library, doctors offices) that used to buy a copy or three to share decides to cancel their subscriptions...
Or will they be ordered to keep purchasing, and locking the copies away so no one can read them?
What about families? Will a family have to purchase one copy for each person in the family who can read? So with Mom, Dad, and 3 kids they have to buy 5 papers? Per day or just the Sunday Edition?

So then..
... everyone ever quoted in the NY Times is immediately owed $2.70 for each word of their quote. After all, if it isn't fair use to quote the times, then it isn't fair use for the times to quote others.
Where do all the millions they give to politicians come from? Sales? Well, then seems to me that the authors are the ones getting screwed first here.
All the "middlemen" are the same - giving all creators as little as possible (nothing is the preferred amount), giving themselves incredible salaries, and buying off politicians to screw the public with more draconian laws.
"Collection" (s/b "shakedown") Societies are supposed to exist to ensure that creators are paid - so it should be illegal for them to spend anything on lobbying - they get an operational budget - and the rest must go to the artists.
Until the Authors/Artists/Creators start demanding that the publishers start paying THEM instead of POLITICIANS nothing will change.
Hmm... I seem to be dreaming. Time to wake up and go to work.

if google *doesn't* take down an infringing URL- they will get sued. if google *does* take down a legitimate URL from a bogus DMCA request - they will get sued. if google does *nothing* asked - they will get sued. if google does *everything* asked - they will get sued.
Since they can't do the *magic* process of taking down only the "bad" ones...
It really looks like Google needs to change the rules. The only way to force that may be to take down CBS, NBC, *AA sites. Yes, they will get sued for doing so - but it may be the rule-changer that is needed.
